Why empty seats appear after chart preparation
A reservation chart is the coach-and-berth record used after chart preparation. Some accommodation can remain unoccupied for all or part of the train's route. The important part is for all or part of the route. A berth can be occupied from Delhi to Kanpur, empty from Kanpur to Prayagraj and occupied again after Prayagraj.
This is why a single “12 seats vacant” number can be misleading. What matters to you is whether the same berth stays free from your boarding station to your destination.
